Russell has extensive experience in teacher education and school inspection. He has previously led undergraduate and postgraduate programmes and inspections in England, Wales and the United Arab Emirates.

His main research interests relate to the history of education in Wales, including topics such as teacher training, the education of the poor and free school meal provision. Russell is also interested in exploring effective pedagogy, particularly in the humanities.
