Billy is a Senior Lecturer at the Hillary Rodham Clinton School of Law. He is also a practising barrister at 9 Park Place Chambers, Cardiff (practising part-time outside academic semesters). Billy’s dual specialism as a lecturer and barrister enables him to teach students law and practice and to assist those students interested in a career in one of the legal professions.
Billy graduated from Swansea University in 2005 (LL.B. (Hons) - 1st class) and then studied the Bar Vocational Course at Cardiff (2007 - Outstanding). He was called to the Bar of England and Wales by the Honourable Society of Gray’s Inn in 2007. During his education, Billy received the following awards:
- 2007: Lord Williams of Mostyn Achievement in Advocacy Award (Cardiff University)
- 2007: Angel Chambers Criminal Practice Award (Cardiff University)
- 2005: Sir Samuel Evans Prize (University of Wales)
- 2005: Top final year law student (Swansea University)
Billy has over 5 years’ experience lecturing at university level. His areas of specialism are practice–related topics (including advocacy, evidence and professional / legal ethics) and family law. Billy will be teaching on established modules, such as Family Law: Parents and Children and Criminal Evidence, and creating new practice-based modules for undergraduate students, such as Advocacy.
Billy is committed to improving himself as an educator. To that end, Billy has achieved Fellowship of Advance HE, he engages in pedagogical research and he has presented at national and international conferences aimed at improving teaching practice.
Billy is also interested in writing academically and has had a book chapter recently published; it discusses the attempted use of public children law principles in paediatric cases such as those of Charlie Gard and Alfie Evans (available to view freely online [see Chapter 2]).
After call (2007), Billy undertook a common law pupillage at 9 Park Place Chambers and then became a tenant practising in all areas of law before specialising in family law. Billy conducts cases in all areas within that field. He practised full-time until 2015 and has practised part-time thereafter. Billy was recommended in the Bar Directory ‘Chambers and Partners UK’ in 2015 and 2016 and has appeared in reported cases such as:

- Bristol City Council v AA and HA  EWHC 1022 (Fam),  1 FLR 625
Billy provides CPD talks and seminars to established members of the Bar and he has provided training to junior members of the Bar through the Wales and Chester Circuit. Billy is also currently providing training to social workers from the Vale of Glamorgan Council and the City and County of Cardiff County Council regarding public law and regarding court procedure.
