Recruitment & Selection - Authority to Appoint

Prior to the advertisement of any vacancy approval to appoint must be obtained via the following methods:

a)         The Senior Management Team (SMT)

The Senior Management Team meets weekly during term time to consider all requests to appoint to Department or School funded and HEFCW funded posts and all appointments at Senior Lecturer level and above regardless of the funding source.

b)        Finance Department

Externally funded appointments can be made without the approval of SMT.  Examples of externally funded posts include:

i)        European funded posts;

ii)       Research funded posts;

iii)      Other external funding, eg NHS, secondments etc.

Approval to appoint to such posts will be given by the Department for Research and Innovation, (DRI).

The University's Financial Regulations (Section E.1.9) indicate "that where the cost of such staff does not exceed £500 and the source of funding has been confirmed by the Finance Department, the employment and payment will not require further consideration by the SMT". 

All casual appointments which cost over £500 require appropriate approval depending on the funding source as outlined above, regardless of the length of appointment.

 

Approval Process

Head of School / Department must complete the post authorisation form (L6666) electronically and email it to the relevant HR Officer.  Please use the form from the HR website to ensure this is the most up to date form.

The HR Officer will check the details on the form and send it to the Finance Department or DRI for completion of budgetary details.

Requests will be considered via the appropriate approval method, i.e. SMT for HEFCW funded posts and DRI for externally funded posts and Head of Departments with agreed business plans.

Once approval has been granted, Heads of Departments will be advised as quickly as possible so that the recruitment process can proceed.

No post will be advertised until funding has been approved and an appropriate financial code has been allocated

Once the appropriate approval has been given the recruitment process can commence.  The Head of Department/School or their nominee should forward to the Recruitment team the following completed documents:

1.   Job description

2.   Person specification

3.   Draft advert

Casual/temporary appointments

Appointments of less than 3 months duration where no renewal is anticipated can be made without advertising with prior approval from the Human Resources Department.  Heads of Department/School considering such appointments should discuss each case on an individual basis with the appropriate member of the HR Department prior to offering an appointment. 

N.B. No further renewal will be granted without the express permission of the Director of Human Resources
